What is the movie where a small creature gets chopped up...?

Not Gremlins but a movie where the creature is chopped up by some garden shears...then in a creepy voice the creature says "thank you" and then its chopped up parts turn into their own creature..essentially multiplying itself. I cant think of it! It is an older 80's or 90's movie I believe.
