In July 2007, why did the author of the NIE say that Iran was still determined to develop nukes?

Wow. He sure changed his opinion quickly. Maybe there was some recent evidence that changed his mind, but this looks entirely political. Even the evil liberal Hans Blix was surprised to learn that Iran had stopped its program.
