Are there any suggestions on how I can improve my numbers in my warrants department?

I'm a Deputy City Marshal for a dept in Texas. We make arrests for people who have primarily cl C ticket warrants and we have to clear an average of 200 warrants per month. We get our warrants through door knocks from lists that are given to us (though most are very old lists) and through traffic stops. Also from DK's (people who have died) and from add-ons (for people that are already in jail). Most of the problem is that the judges seem to wait forever to get the warrants signed so we can't arrest anyone until they are activated, which is after they are signed. There are very old warrants out also, but the judges never get around to signing them, it's a bit frustrating at times!
