How true is this quote...?

For all intents and purposes banks do issue currency. By this I mean they create new money through lending and choose who they lend it to. I don't think that deprives us of our property though. We have had a fractional reserve system as long as we have been a country (or almost as long) I think and its leaves a lot to be desired but it works.....
