Finance consultant says he hasn't billed me wrong, I know he has- what's the best course of action?

Call them up and ask if they have any proof that you were there for a four hour long appointment. See what they say to that. Then tell them that you have several witnesses that can testify that you were only there for an hour. If this ends up going up small claims court, they are the ones that have to prove that they're right.
