Buying a license plate and transfering it?

How can it be legit if some guy made it and it wasn't released by the registry? I could be wrong, but I doubt it, that would open up the door for crime - like you rob a bank, and they tell the cops your license plate, but it's not real, so they can't find you. I highly doubt it.
