Searching for an old PC game?

Ok, here is what I remember. It was a game where you had 4 cites, one in each corner. With a moble command center, and one unit. There were cities all over the map, with nuetral units. the only units you can make were infantry, armor, planes, carriers, battleships. And it was turn based, nuetral untis were grey in color and each tema was Yellow, green, and 2 other colors. I think the game was called something conquest, like global conquest or conquest itself. Anyone heard of this? It came on 1.5 disks in the day
